In the public crisis, the media plays an important role as the information channel between the public and the government, which is not only the bridge and link of the public and government, but also the "gatekeeper"who filters the crisis information. Therefore, the society organization relies on the mass media to make crisis decisions, and the communicating effect of public crisis has a direct influence on the results of crisis decisions.Faced with the growing number of public crisis, how to seek the "vital force " and "turning point" in the "public crisis", is the question both crisis decisions and mass media have to answer. Crisis decisions aim at minimizing the loss of crises by crisis management. As a significant information diffusion carrier, the mass media releases the relevant information of crisis to tell the truth to the public maximally. So, in essence, both the purpose and effects which the two are pursuing are basically same, namely, to minimize the negative impact and damage caused by the public crisis.Mass media nowadays has increasingly infiltrated into China's political life, and as the center of government activities. The decision-making has changed silently under the influence of mass media. In recent years, public crisis is taking place frequently in China, and the mass media has made a breakthrough progress in the field of dealing with crises report, satisfying the rights to know the public, expressing the public opinion and supervision by public opinion. However, due to administrative intervention, the mass media meets its limitations when expanding the scope of supervision by public opinion and taking part in Crisis decisions, which exposes that the anomies of mass media functions.How to build the benign relationship between mass media and crisis decisions to meet the needs of diverse interest groups more effectively, and how to make the mass media work better in the public crisis to promote the scientification of crisis decisions and the process of social democratization, establish and sound relevant mechanisms and information system of crisis decisions, is the core of this paper. Combined with "SARS", the avian flu, Xiamen PX incident parade, Wenchuan earthquakes and other public crises, this paper analyses the anomie of the mass media functions in crisis decisions, and explain the major expression and reason from communication dimensionality, and offer the corresponding countermeasures.
