With the development and the popularity of internet, web is increasingly becoming the main platform of exchanging information and accessing knowledge for people, also in the field of education. However, along with the success of digitization and network of educational resources, exponential growth of the vast amounts of information make users become more and more difficult to find, access, express or maintain the information. "Rich of data and lack of knowledge" becomes an increasingly striking problem. The main reason is that a large number of information which demonstrated as natural language and photographs makes people drowned in the identification, extraction, and other complicated work for the knowledge on the current Internet, and the computer can only process and certificate the information according with its format, the application in the knowledge level seems weak. Semantic Web is proposed in this background. The thinking of semantic web is using metadata language to accomplish the semantic description of the content of the network information resources, so that the computer can take advantage of this semantic information to understand and process the content of information resources, and on that basis, to achieve a high-level, knowledge-based intelligent application.Firstly, combing with the status of college education resources construction, this paper carefully studied the educational resources metadata standards which established by Education Ministry Information Technology Standards Committee. Secondly, it introduced the theory and technology of the Semantic Web in details. Finally, After compareing and analyzing the current seven types of commonly used ontology building methods, it imported the prototype method of the spiral model as the construction method of ontology in the area of education resource, in accordance with the "education resources building technical specifications" (CELTS-41) of Metadata definition, integrating XML/RDF and OWL language and using Ontology Construction tools (Protege) to build the ontology of education resources. This paper has made the exploration work for the realization education resources in the application of semantic level.
