With the popularity of the e-Learning, Learning Content Management System (LCMS) becomes a promising research area. It expects to provide standard-based content repositories that allow learners to capture, store, deliver, and manage learning resources. But the substantial impediment to the destination is the fact that the resources are disordered, isolated, and heterogeneous, and there is no common overarching context for the available resources. Additionally, finding the precise information is very difficult because of the lack of semantic description of learning resources. Thus, navigation through a large set of independent resources often leads to users'being lost. The challenge nowadays is to build a scalable learning resource management framework enabling the effective, accurate, semantic-based retrieval of learning resources, in a way that adapts to the characteristics and interests of the users.The Semantic Web is an extension of the current web in which information is well-defined and linked in a way for more effective discovery, automation, integration, and reuse across various applications. By incorporating the Semantic Web idea, this work focuses on the semantic organizing of heterogeneous learning resources in a coherent and meaningful scheme, aiming to achieve semantic interoperability of distributed learning sources and thus provide users with the individualized learning content to address their various learning needs. The main results of this work are:Propose a resource management framework that enables the semantic organization of heterogeneous learning resources to improve expressiveness, scalability and cohesiveness. A distinctive feature of this framework is the constitution of a hyper-layer of knowledge space above the information space, in which the semantic schema of the resources is explicitly defined and separated from the instances. Based on the description logic, a knowledge formal system is defined for the resource modeling and organizing with better expressiveness and reasoning ability.
