Currently, because of the limitation of the case handling supervising system in the People's Procuratorate of China, maybe the case needs to be handled again in that the inquisitor's nonstandard behavior which leads to the suspect withdraws the confession by reason of the physical maltreatment as well as the extortive confession and so on during the inquest process. It makes against the build and development of the law in the harmonious society. In this thesis, According to the actual requirements of the People's Procuratorate, the inquest supervisal system has been designed and realized with the integrated C/S/S and B/S/S distributed architecture in the VC++6.0 and .NET2003 platform.Above all, the supported technology such as COM, AV coding and decoding, disk burn and RTC has been researched. Then, the functional modules, the distributed structure, the digital method of AV, the topology framework, the inquest database etc of the system were designed in detail. The implementation of this system has been achieved with OOP technology in this paper. Importantly, The kernel and hard technology problems of the system have been studied, such as the strategies of using the software decoding method of video server to realize the synchronized AV record, adopting a database table to record the pivot video files, the TCP Socket mechanism to make the host and guest computers work simultaneously, the relative time for video orientation with note record, the means of double process and simulated real-time to carry out double DVD burn, instantaneous AV session with RTC and AV supervisal on Web with OCX component. Finally, some measures have been taken to ensure the system's security, for example, software copyright protection based on hardware encryption, application program access security based on RBAC mechanism, the dabase access based on indentificaiton, notes encryption based on Blowfish algorithm and the like.The innovation of this paper lies in the combination of the case handling feature in the People's Procuratorate and the utilization of computer application technology reasonably and effectively. Presently, this system has been applied to in practice in Zhejiang province, the feedback of the users indicates that the advantages of it can be characterized as the powerful performance, high stabilization, excellent security and friendly human-machine mutual interface. Furthermore, the design strategy, the process of the realization as well as the related technology of the system can provide good references for constructing and implementing other inquest supervisal systems in the People's Procuratorate of China.
