The Design And Implementation Of Public Security Video Conference System

This paper is aimed at the research of the situation of police video conference system construction. On the basis of analyzing video conference system in image compression and the structure of video conference system, the four-level video conference system of province, city, county, and town is designed to satisfy 1080 P definition and 4cif form according to the stability, reliability, operating, enlarging, interflow combining with police administrative work. The requirements of matching facilities and the arranging plan of video conference system are also discussed in this thesis.Due to the full consideration of equipments in running managements, protecting, budgeting and satisfying the future developing, the province to city level and city to county level are chosen to be used in the latest H.264 image compression form in 1080 P definition, and county to town level is chosen to be used in standard definition of 4CIF forms. The system adopts the broadcast level telecommunication to support E1 and IP double-line backup, and support double stream and double video stream, the mixed networks, mixed speed, mixed protocol with enlarging function.In designing the video conference system, mixed matrix is much more powerful than the usage in alternating between single high definition matrix and standard definition matrix. Mixed matrix is adapted to the signal of high definition, standard definition and VGA to the extent of trembling-proof and chink-proof.Network managing center, camera shooting, amplifier system, video and audio transmission, monitor system, recording of video conference system,and central control system are all addressed in this work.Finally, the electricity supplying of conference system, wire designing, conference situation, light, sound field, overall arrangements of video conference system constructions of matching facilities are put forward in this work.
