Drinking water is essential to human life. Drinking water projects have been paid more attention by countries all over the world and become the focus of water management. In this paper, the research and development is carried out to change the situation that drinking water projects are managed manually and provide a convenient and practical software tool to generate rapid scientific basis for decision-making.According to actual demand, Rural Drinking Water Information System(RDWIS) for a province, which include security management, situation management, planning management, project management, data comparison, system management, data preprocessing etc, is analyzed, designed and coded based on Microsoft .NET 2005 platform. Also, the RDWIS is deployed and maintained.In view of the heterogeneous data source in this system, a heterogeneous data integration software is proposed. It includes data conversion module that converts Excel data to relational data and Excel component that provides users with functions of Excel operation. For nonstandard data are reported by first-line management department, a data preprocessing method is designed and implemented, which integrated manual processing with procedures to standardize data. This method accomplishes the data preprocessing through data acquisition and data processing two stages, enhances data quality and accelerates the data processing. This system has been put into operation and well received by users.
