IPv6 has been selected as the basis of the core network in both Next Generation Internet and wireless mobile communication network, according to its technical advantage. After almost ten years' research and development, the standard system of IPv6 has been improved greatly. But due to the cost of its deployment and equipment compatibility, IPv4 will still be existed with IPv6 in a long time. At the same time, VPN is being attracted by more and more enterprises and telecom operators, which has the typical property as flexibility, safety, economy and expansibility. However, safety, bandwidth and QoS that can be provided easily by private network can not be provided by Internet. So, one of the most important development directions of VPN service in NGI are how to use resources effetely in the statistic multiplexing IP network, and how to provide QoS that can be guaranteed, measured, and managed in the IP network that cannot ensure QoS."Design and Implementation of VPN Management System with QoS" is a sub-project of "Research on CNGI QoS Mechanism, Key Network-constructing Technique and Correlative Implementation". Its aim is implementing a VPN business management system that can suit the IPv4/v6 network and has QoS ability.Firstly, the two critical techniques for the implementation of QoS VPN Management System are introduced, which are implementation of VPN tunnel and assurance of QoS. The IPv6 technique and the important application of VPN in the transition from IPv4 to IPv6 are also introduced. Then, the system roles and architecture of the CNGI QoS Management System are described, and the position of QoS VPN Management System in CNGI QoS Management System is shown. Secondly, the QoS enabled VPN management system using the layer-architecture and distributed deployment is designed. In this system, the middleware technology of CORBA is used for shielding the heterogeneity of networks; the database is used for data exchanges; the WebService is used for interaction between QoS VPN and CNGI NP. According to the functional demand of this system, the total design is realized; the definition of key interfaces, the implementation of key modules and the analysis of key processes are introduced in detail. Then the possibility and the efficiency are verified with the test result of the QoS VPN management system in the test network.Finally, the advantage and deficiency in this implementation of the VPN management system is summarized, and the improvement and the following work about this project is raised.
