Telecom operators must establish and maintain their superiorities in the aspects of brand, service and operation management so as to be of more comparative advantage in a competing market when other companies can supply corresponding products and services. But it will more depend on the quality and quantity of the persons with ability. The most important human resource of a company is its senior cadres because their strategic decision determines the growth and development of the enterprise. And their management cause influence on the efficiency, economic benefits of not only the enterprise but also all its staff.Inner Mongolia, China Mobile Communications Group Limited (hereinafter referred to as "Inner Mongolia Mobile") in 2005 introduced a performance management system, including full use of the Balanced Score Card (BSC) and the 360-degree evaluation theory, in the aspect of evaluation system design, it is focusing on cadres personal qualities, behaviors and performance targets, provides a variety of design ideas and the scientific basis of the framework of the system.According to the new trends and new demands on human resource management in the company, the cadre resource work of the company was analyzed and improved. Based on the theoretical research results, the cadre evaluation system has been developed as a distributed system with functions of "open selection, twice recommendation, and staff evaluation, annual examination".This article analyzed the significance of the cadre examination at first. Then the SWOT method was used to analyze the status of performance management of Inner Mongolia Mobile. The application of BSC was discussed.And the cadre performance evaluation index system was established. The technique platform of the system was discussed. The functional requirements from the evaluation process, evaluation modules to evaluation function and non-functional requirements of the system was analyzed. The system design was proposed in this paper and the detailed design of page modules, evaluation and examination table module were described.The system has been used in Inner Mongolia Mobile and has gotten good results.
