With the unceasing application of the E-government, the E-government websites have been becoming benignity Interaction Bridge between the government and the public. At present, main research on E-government is E-government websites evaluation by many kinds of syntheses appraisal methods, such as AHP, TOPSIS and so on. However, the mechanism and attribute level of the sole appraisal method are different, so as to form inconsistent appraisal results. This paper establishes a feasible and effective E-government websites evaluation model and method of the science and technology department from the method integration research angle.The main work and achievements are as following:(1) In the foundation of the research results about domestic and foreign E-government websites, the paper has established the E-government websites evaluation index system of the science and technology department with actual characteristic to carry on the optimized and exhaustive analysis.(2) According to the method of fuzzy comprehensive evaluation, the model of the comprehensive evaluation for the E-government websites was proposed, which established the basic model and multistage evaluation model about E-government websites evaluation. It makes reduction on the index system through entropy measure. On this basis, the unascertained measure model, in the comprehensive evaluation of E-government websites, is applied. An E-government website assessment model based on least squares support vector machines (LS—SVM) is established from the angle of the abandon index weight. Finally the paper has carried on analysis to the above each sole evaluation method by the theory and practice.(3) From the angle of the method integration research, the paper has established the combination evaluation model of the E-government website, and carries on the exhaustive depiction separately from the aspects of the combination evaluation mechanism, combination evaluation model, and combination evaluation basic steps. The examined methods in anticipation and afterwards are adjusted. The methods combination correlating the compatible uniform examination is proposed by the Kendall-W harmony method. The Spearman method inspects procedure in result differences, which are selected methods after the combination evaluation, So as to determine combination with repetition number of times. An actual computational example to exemplify the whole using process of this model is given. It has made up questions of each kind of sole synthesis evaluation method insufficiency toachieve the result validity.(4) Design a set of combination evaluation system. This system carries on modular constructing separately from the website evaluation index system input, the evaluation method revision, the website evaluation database, the data acquisition management, the evaluation question production definition management and the evaluation analysis graphics output management. The combination evaluation system effectively assists to the website evaluation analysis.
