Revolution of media is development now. From printing media, electric media to net media, kinds of media is now or will change our life and cognize structure. All of them give us a mass of information, which can let us be happy or mislead us. In Europe or USA, the research of media literacy is dispersive, but I think they two should be united as the name of information literacy. So, a definition of information literacy is put forward—"Information literacy is ability of analysis, selection and valuation of information in a certain culture background, with which a person can make information, transmit information and analyze information from any media". All my research is based on this definition of information literacy.TV is the commonest mass media, which is loved by children much. In the TV, some adult teleplays, advertisement and others bring some blight to our children which are researched by some scholars. Their research is focused on the blight of force and eroticism from TV. Nearly nobody work on the foster of information literacy with TV programs to increase it of children.We can not forbid our children to watch TV, which is impossible and unnecessary. Switching the channels and turning off the TV set is useless to save them from the influence of TV programs. On the contrary, information literacy education is carried through TV media because children love it. The content of information literacy education TV programs conclude seven parts, the use of media, watching the cartoons, watching the teleplays of children, watching the advertisement, the use of internet, how to distinguish the news from different source, how to use mobile phone.
