Information Fusion technology has been widely applied in many fields, especially in military field where many new information fusion systems exist. Information fusion systems are playing an important role in the complex battlefield environment. However, different systems are not compatible and the research on them repeats over and over again, which holds back the progress of the technology. It is necessary to direct the design process of the information fusion system with engineering methods. Now, the research is just beginning and attracts many countries. On the basis of the discussion about information fusion functional models and frame models, this dissertation brings in the resource manage conceptions and methods, which can improve the system's performance. We view the construction of the information fusion system as a process of resource management. This dynamic deploying process actually is to get a best decision-making. The main contributions of this thesis are as follows:1. Profound study of the information fusion system is made. Many kinds of functional model are specialized and compared. The functional levels partition and definition for JDL (Joint Directors of Laboratories ) functional model are rectifies and an improved JDL functional model is proposed. This dissertation also studies the structure model.2. The concept of resource management is introduced into information fusion. The DNN (Dual Node Networks) architecture, which is a result of the combination of improved functional model and resource management, is studied. And then we establish the resource management framework and divide the information fusion system into four subsystems.3. The management problems in information fusion process are solved by means of optimized decision-making. We build a mathematic model for the resource management using probability theory and informatics. We use the avail function and waste function in describing the management procession, which forms the basis of the application of the management method. 4. To solve the problems in practice, the Synthetic Evaluation Model is used. With respect to the sensor resource management problems in subsystem, we describe them in details accompanied with the mathematic model of resource management and Synthetic Evaluation Model. Finally, the simulation experiment is provided to validate the feasibility and efficiency of all plans.
