For the purpose of improving the comparability, interoperability, reusability cost effectivity and synergistic development, this dissertation studies deeply the information fusion system functional model, architecture designing method, key algorithm of position estimation and information fusion system engineering method based on the introduction of new conceptions and new methods, such as resource manage, data fusion tree and enterprise architecture designing method.This paper rectifies the functional levels partition and definition for JDL functional model and puts forward an improved JDL functional model, which provides an advanced general model for information fusion system. On the basis of the discussion of data fusion tree, this paper presents the design method of information fusion system architecture based on data fusion tree with innovation. Then, this method is used to design information fusion system architecture for the given C~3I system. The practice shows that the method makes the information fusion system architecture design and description more canonical and self-contained, and improves the comparability between the developed systems. To the complex and ideal practical circumstance of engineering, this paper improves and optimizes target tracking algorithm, track correlation algorithm and track fusion algorithm with innovation. The simulating result shows that these algorithms are successful. On the basis of analysis of traditional waterfall system engineering method and enterprise architecture design method, a new information fusion system engineering method integrating traditional and enterprise architecture design method is put forward. This paper studies deeply the design process and design production description for this method. Then the matrices of design production of requirement analysis and design result are given, which supply condition for synergistic development ofinformation fusion system and comparison of technology between different design schemes and different systems. At last, the functional model and DNN architecture between information fusion and resource management are given out. Information fusion system engineering based on resource management is discussed in detail.The application of information fusion system engineering design guidelines is an important instrument for realizing synergistic development and improving system comparability and reusability. The innovational research production achieved in this paper gives a theoretical base to a certain extent for design guidelines. It also can direct the development of information fusion system very well. So the study of this paper is meaningful both in theory and practice.
