Software cost estimation is an important part of software project management, and it is the prerequisite and basis of project cost management of software. With the development of information technology in the military, the price of software and software cost estimating are increasing in demand. Compared with the situation abroad, the domestic software cost estimation of China started a bit later. Lacking historical data and the immature technology, military software project cost estimation is almost still in the exploratory stage.Based on the practical application of software cost estimating demand, the thesis focused on software cost estimation model for the structure of the basic principles of conduct. And on this basis, the more flexible and extensible software development cost estimation tool has been designed and implemented.First, there is an extensive study of the basic theory and software cost estimation methods. Then, the thesis analyzes the scale of software estimate, the estimated workload estimates and the schedule for core algorithm, which belong to COCOMOⅡmodel and C0C0M081 model. Based on analysis of the conceptual model on structural cost estimation, the logical structure and physical insinuation has been designed. Based on COCOMOⅡmodel, a software cost estimation model prototype tool has been designed and implemented. As a framework to Spring-Framework, Hibernater a tool for object persistence, the use of software code generation technology in POJO raise productivity effectually. The tool can complete the integrity of the cost estimation function for structural model. The customized parameters can enhance the management capacity of the localization COCOMOⅡmodel. History project management can provide a basis for the calibration data to adjust COCOMOⅡmodel.The thesis provides a simple reference for COCOMOⅡmodel to be employed in military equipment in the management software. This prototype tool provides a strong technical support for the realization of the price and cost management software fro military.
