Whether the software project management is successful or not determines the actual effect of the software development, and one of the key factors of software project management is software cost estimation. At present the overseas software cost estimate method is widely used, however, when brought into China, it is not so suitable for Chinese enterprises in some aspects with some estimation errors.In order to solve this problem, this paper studies some kinds of software estimation methods, especially the COCOMOⅡmodel and the method based on use case. And the analysis of advantages and disadvantages of them is introduced. According to the situation of local enterprises-frequent floating personnel, lack of high-quality talents, weak of enterprise economics strength, and not standard in management, this thesis analyzes the 22 adjusting factors of COCOMOⅡ, selects them one by one to make them localize. Then the thesis builds a size-effort transform model with non-linear regression in one unknown, applying the selected adjusting factors in it, and makes up an effort-cost transform method in order to form the new software estimation model. At last, this thesis presents the system design and Implementation of the new estimation method.The new method researched in this thesis overcomes the complexity of COCOMOⅡmodel which is difficult to master and the shortage of use case method's efficient estimation model. It also absorbs the advantages of COCOMOⅡmodel and use case method. It has a strong adaptability by using Parameter adjusting system. The new method is proved to be more accurate in real software projects. The model will provide a wide and veracious software measurement scheme, which will help to change the passive status of guessing only with experience.
