As with nongovernmental newspapers (for instance, tabloid paper and pamphlet), the private book publication has a long history in China. From the almanac countermarked and sold by nongovernmental organizations at the early stage of Tang Dynasty, the private publishing industry started to develop rapidly with the governmental publishing industry. At the initial stage of the establishment of the People's Republic of China, there were over 1000 private publishing houses. With the socialist transformation in respect of private publishing industry, such publishing houses were incorporated or jointly owned by the stated-owned publishing houses. Since the late 1970s, with the reforming and opening in politics and the revival of the publishing industry, the culture craze has been created in society and private book industry including private book publication has grown rapidly and undergone the change from the underground to the above-groundOn one hand, this is resulted from continuous further development of the journalism and publication system reform. The State proposed to develop the cultural industry at the first time at the 16th National Congress of Communist Party of China (16th NCCPC). The CCP Decision Concerning Key Issues in the Perfecting of the Socialist Market Economic System has been passed at the 3rd Plenary Session of the 16th CPC Central Committee. The Decision stated the overall objectives of the cultural system reform in a future period and two reform directions of cultural undertakings and cultural industry.35 trial entity entities for cultural system reform were determined at the subsequent national conference on cultural system reform trial entity. The private enterprises were granted the general publishing right of publications by Management Regulation on Publication Market on September 1st,2009. After a series of conferences, the cultural system reform was started completely. In 2003, the Implementation Plan on Journalism and Publication System Reform trial entity was issued by General Administration of Press and Publication of the People's Republic of China (GAPPPRC), meaning the reform in respect of journalism and publishing industry went to the stage with focus on system and mechanism reform. In 2006, the system reform trial entity for publishing houses came to an end and the Implementation Plan concerning Further Development of Publication System Reform was issued by the GAPPPRC and make summarization and arrangement about further development of publication system reform. By 2007, over 100 book publishing houses have been completely reformed in respect of system. By the end of 2010, the publication system reform in China has been greatly improved and the for-profit publishing houses around the country have been converted to enterprises in respect of system reform. Up to date, the majority of national, local and university publishing houses of 581 book publishing houses in China except few non-for-profit publishing houses and the publishing houses in military system have accomplished system conversion to the enterprises. After completing system reform, these publishing houses act as market subject, meaning the post system reform stage of Chinese publishing industry starts.On the other hand, the private book industry has occupied 50% of publishing fields such as children's books, reference books for teaching and learning as well as science and technology books. In April 2009, General Administration of Press and Publication of the People's Republic of China issued Guidance on Further Development of Reform of Journalism and Publication System, which stated private publishing houses should be developed healthily as emerging publishing productive forces, meaning the private book publishing industry is further accepted politically. In addition, the cooperation between private book publishing houses and state-owned publishing houses has been intensified and involved in project cooperation and capital cooperation. With the prosperity of the private book publishing industry, however, its development is increasingly restricted by the deficiency of the publishing right.2010 is called as critical year for reform victory. According to the route map and schedule, the system reform of all publishing houses in each department and each entity at central level will be completed at the end of this year and the publishing houses and in universities and at local level will complete the outstanding works of system reform and undergo further system reform on the basis of conversion to the enterprises in 2010. Before 2010, the publishing house put work emphasis on ascertainment of relationship with its competent authority and organizing entity, full understanding of property right relationship, assets appraisal, personnel placement and other system reform works and is at the running-in stage with the market. At the post system reform stage, the publishing houses will undergo further system reform, will be oriented at the market and establish new enterprise control system and operation system. It is certain that the state-owned publishing houses acting as market subject will make more efforts to penetrate into the market. This paper concludes that, with the further development of publication system reform, the publishing rights will be given to the private book publishing houses with conditions through trial entitying to provide an equal policy environment for the publishing industry, which will be in favor of development of the private book publishing industry or even the whole cultural industry.
