The Study On Evaluation Systems Of Chinese Book Tender Procurement In Libraries

Chinese book tender procurement is a fundamental and critical work for libraries. The quality of tender procurement has direct impact on the quality of the book store in the library. Moreover, contracted processing to Chinese book tender procurement is a newly established tendering model and it is a general trend in tender procurement. The research on the contracted processing to Chinese book tender procurement is a relatively new area. To date, there is no complete method which can be followed as a practical guidance. The contracted processing to Chinese book tender procurement in most libraries is still at infant stage. Therefore, this dissertation focuses on the theories and methodologies of establishing evaluation systems of contracted processing to Chinese book tender procurement. In particular, we establish an evaluation system of contracted processing to Chinese book tender procurement and put weights on each individual indicator. In addition, we also successfully apply our research results to analyze actual cases.To summarize, the dissertation contributes to the literature by the followings:(1) Summarize and analyze evaluation systems of contracted processing to Chinese book tender procurement in some libraries in China; establish preliminary evaluation indicators on the basis of the actual requirements of library of Dalian University of Technology on Chinese book tender procurement.(2) Use an modified Delphi method, and consult twelve professionals who have more than three years working experiences in Chinese book tender procurement; establish a complete evaluation systems of contracted processing to Chinese book tender procurement.(3) Design surveys on the existing evaluating indicators to investigate the importance of individual indicators based on the twelve professionals who have participated the Delphi approach.; analyze the survey results using AHP method, identify the weights on individual evaluation indicators, and establish a complete Chinese book tender procurement for libraries.(4) Assess the practical feasibility of our evaluation system through the application of the system on the contracted processing to Chinese book tender procurement in the library of DLUT.
