Research On Evaluation Of The Core Competitiveness Of Traditional Chinese Medicine Library

BACKGROUNDThe theory of core competitiveness is introduced into modern library is the need for the development of the times.Modern library is different from the traditional library,it has both public side and the market aspect.So it couldn't shake off the impacts and challenges of the market economy.So there is competition for the modern library.The essence of the competition is the competition on information services.The form of competition includes non-industry and industry competition.Faced with the impacts and challenges of the market economy,Traditional Chinese Medicine(TCM) libraries not only need to recognize clearly the current competitive environment(Including the external environment and internal environment),but also should seize the opportunity that the developing TCM is at a new historical starting point, fully understand their own competitive advantages,identify and cultivate and promote their core competitiveness,catch hold of the chance and explore their space of survival and development,grope for strategies and ways for sustainable development,provide literature and information services to scientific and technological innovations,education, and clinical research in the field of Traditional Chinese Medicine.Evaluation of library's core competitiveness has been becoming an increasing attention.To establish a scientific and reasonable evaluation index system is the foundation and prerequisite for evaluating library's core competitiveness.At present, evaluation research on library's core competitiveness is still in its infancy stage,there is no any unified standard.OBJECTIVEThe purpose of the study is to establish an objective and comprehensive evaluation index system with both quantitative and qualitative methods for assessing the core competitiveness of Traditional Chinese Medicine libraries.The system should accords with the current development of TCM libraries and can reflect their potential ability during the future development.It would provide some suggestions to library administration in the evaluating work.It would also help TCM libraries to develop their own advantages in the network environment in a better way and set down a sustainable objectives and strategies for the development.METHODThis author applies literature analysis,questionnaires,expert consultation method (Delphi method) and the Analytic Hierarchy Process(AHP) in the research.RESEARCH CONTENT1.Defining the concept of the core competitiveness of TCM libraryThrough analysis of the competitive environment of the library,based on the theory of the core competitiveness and the author's views about the core competitiveness of the library,the core competitiveness of TCM library is summarized as follows:TCM libraries can grasp and adapt to the changing of the user's information demands on TCM, and it is a unique competitive advantages which have been cultivating and building for a long period,and these unique competitive advantages are their core resources and their key capacities of providing TCM literature & information services,that will maintain and ensure TCM libraries existence and development.The core resources refer to library's human resources,special literature resources.The key capacities refer to R & D capability,innovation capability and service capabilities of knowledge.2.Building the evaluation index system of the core competitiveness of TCM libraryThe evaluation index of TCM library's core competitiveness is designed on basis of the concept of TCM library's core competitiveness by synthesizing composing factors of domestic library's core competitiveness,referencing "Chinese Aacademic library evaluation index"(Revised) and "Beijing Academic library evaluation index system(Discussion of Second draft)" and "Evaluation index system on the work of the knowledge innovation of Library of Chinese Academy of Sciences ".After that,applying modified Delphi(Delphi) method,through consultations of 14 library experts from 10 libraries of National Science Library,Institute of Science and Technology Information of China,Chinese Academy of Medical Sciences Library,the People's Liberation Army Medical Library,China Academy of Chinese Medical Sciences Library and several libraries of the University of Traditional Chinese Medicine,after two round of questionnaires,a set of Evaluation Index system of TCM Library's core competitiveness is established,which containing six first-level indicators and 22 second-level indicators.3.Determining the weight of evaluation indicators The judgment matrixes are structured by Applying AHP combination with Delphi method,and weight values are calculated by using of Expert Choice software.In addition,according to the level of the overall ranking,The author got the order of importance about second indicators relative to the overall goal(TCM Library's Core Competitiveness),the top 10 indicators as follows:personnel structure and quality(l), human resources management(2),the library guiding ideology(3),human resources development(4),customer satisfaction(5),special resources and their digitalization(6), organizational culture(7),the unique position of the industry(8),literature information collection(9),the network service platform(l0).This results show that the people is the key factors of TCM library's core competitiveness.Special resources about TCM are the basic guarantee of TCM library's core competitiveness.4.Establishing the evaluation model and drafting evaluation reference standardApplying Comprehensive evaluation methods,a weighted linear comprehensive evaluation model is studied and established.On basis for the actual situation and future development goals of TCM libraries,the author studies and drafting a set of evaluation reference standard.5.Studying a demonstrationTaking ZY research institutes of TCM library(be shortened as ZY Library) for an example of case analysis,it is proved that the scientificity,rationality and feasibility of the evaluation index system.The strength degree of the core competitiveness about ZY Library is come out through the evaluation.Based on the evaluation results the author puts forward some appropriate countermeasures from the factors such as the talent management and development,characteristics resources,service capabilities,digital libraries and network platform,assessment management and organizational culture, outlay for the purchase of books to develop ZY Library's core competitiveness for achieving long-term competitive advantages.CONCLUSION1.The top 10 indicators based on the total level will provide an important guiding for TCM libraries building theirs capacities and planning the future development.2.This evaluation index system will also offer reference for studying the core competitiveness of other professional library.CREATIVE POINT1.The concept of TCM library's core competitiveness is defined on the basis of the comprehensive analysis to the theoretical viewpoints of the existing library's core competitiveness.2.TCM library's core competitiveness evaluation index system and evaluation model are established by applying AHP and Delphi method.A characteristics indicator "unique status of the industry" is put forward.Through a demonstration analysis the scientificity,rationality and feasibility of the evaluation index system are proved.
