Water is the source of human being while the river is so important for the earth ecosystems, and flood is necessary component of the river. Although flood endangers human's life and property, it has equally important ecological functions as same as the river. Therefore, the problem lies in how to reduce flood disasters.Because of the environment and climatic factors, China always has flooding. The annual flood disaster will cause enormous loss of the economy for the lag forecasts. The ministry of water made a new idea that change the traditional function of controlling water to a modern and sustainable one, transformed the water chief and integrated management of flood control and drought relief by computer technology and a series of high-tech such as 3S(GIS, GPS, RS).Flood risk map reflect the different frequency flood and the scope and extent of a region likely to be flooded.The preparation of flood risk map is a basis work for flood controling , and it's also an important measures in the implement of the concept of flood prevention in new era which called "Turn flood controling to flood management".The flood risk management information system base on GIS in our country is in the ascendant and has a very broad prospects.Developing a management information system with the existing flood risk data can draw flood risk maps and manage them , and can also make flood loss statistics efficiently and accurately. The MIS could simulate the flood evolution by using 3D GIS technology. The paper researched mainly in the following aspects:(1) Combining the Taipu river basin's current situation, the method of flood risk analysis using hydrological frequency calculation was discussed, and the hydraulic model and the process of drawing flood risk map was introduced.(2) The flood risk MIS was established which based on ArcEngine,and realized map visualization by establishing symbol library and relate modules.With Geodatabase, map rendering, and technology of 3D GIS ,the MIS implemented the following function: various types of information enquiries,drawing flood risk map,flood loss statistics,flood simulation and so on, which helped the department to make decision in controling local flood.(3) Using the Taipu River Basin's terrain data and ArcEngine's 3D components to establish a 3D analysis model.The paper researched the technology of 3D analysis such as simulation of 3D scenes, contour mapping, visibility analysis, slope mapping and profile mapping, and achieve them in the software's module.
