They are being attached more attention that Geographical Information System (GIS) and Global Position System (GPS) are combined, and integrated application is developed by using modern software and hardware technologies to meet the requirements of visible information inquiry and navigation orientation along with computer, GIS and GPS technologies' development and being mature. The paper presented the current research and application status of GIS in overseas and China, several development phases of GIS software technology, and development of component technology. The paper pointed out the trend of GIS software component and analyzed the shortage of traditional GIS software and wide application of GIS groupware. The paper also introduced basic principle and current application situation of GPS and studied the approach and measures of GIS and GPS integrated application. The application and development of GIS, information receiving and decoding of GPS and GPS' position information receiving and display etc. key technologies in Components GIS presented in details by taking Flood Control Information Managenent System in the Songhuajiang River and Liaohe River Basins as an example. The formulation and implementation of key function codes for the system was introduced in this paper. The application and research on the combination of GIS and GPS was improved and deepened by theoretical analysis and practical application. It will bring great meaning in theory and practice.
