Now in china, the mountain flood monitoring and early warning technology is not perfect enough, most of the system is still in the pre-research and pilot construction. For future flood estimates and judgments, traditional method of flood forecasting is taking qualitative analysis, which combines the situation of current floods with the weather forecast. It is difficult to get the precise trend of mountain flood disaster, which can not take effective measures for flood control and scheduling.To solve prombles of mountain torrents early warning and meet specific business needs of meteorological department. The article designs and develops a mountain flood monitoring and warning system, which builds the flood warning model by using computer technology and data mining, and the data mining processing is based on Historical water and rainfall data. Through the real-time and objective data in automatic weather station rainfall, this system realizes the basin rainfall automatic monitoring and alarm, and to some extent to provide timely and effective basis for the flash floods early warning.Firstly, according to the field research on watershed warning of Chishui City Bureau of Meteorology and Hydrographic Bureau, this article analyzes the existing problems of data collection and warning processing and warning issues, and get actual needs of the project. Based on this, the article select B/S three-tier software development model to reduce system coupling, and designs the software architecture of the system detailly.Secondly, based on the architecture of the system, it carries out a detailed software design, including database design, interface design, and algorrithm design of core modules. The System integrates multiple modules, and it can automatically update the local database, and features real-time weather information display, and query historical information elements at any time, and make early warning strategy, and automatically scan warning and post warning. It was developed with a SQL Server datebase software and ASP.NET technology.Finally, deploying the on-line site and sets up a test environment, and conduct a full system test for the system. The results show that the system can basically eliminate erroneous reports and loss of meteorological data, it ensure the reliability and security of data sources for the automatic warning; which provides a reliable way for timely, efficient and accurate grasp basin rainfall.This design of the system has a certain reference value in the field of automation river flood warning. It can also be extended to other areas, such as by an automatic data acquisition layer, which can achieve intelligent information management in the fields of environmental monitor and manufacture.
