| According to the propagation characteristics, the mass communication can be divided into traditional media and network media. The traditional media refers to a non-emerging vector that opens for the social mass to propagate information, mainly including newspapers and periodicals, broadcast, TV and so on. And the network media refers to a kind of compound media that connects by network technology, it has telecom facilities which are unification of ground and air as transmission channel, it has multimedia computer whose function is full as transceiver tool, and it can propagate openly to the public, the network media also known as the fourth media or new media. In the aspect of the basic characteristics, network media and traditional media show great difference which mainly reflected in: agenda setting, the distinction between centralized and decentralized; propagation of information, the distinction between one-way and multiway; the subject, the distinction between singular and pluralistic; audience, the distinction between passive and active; gatekeeper, the distinction between privileges and equality.For political function, the commonness of network media and traditional media reflect in: they are both vectors that propagate political information, they are channels by which citizen can participate in politics, and tools that supervise the state organs, however, because the existence of different basic characteristics, the network media and traditional media have shown great differences when play the same political functions. This paper will focus on analyzing the differences between two medium while playing the political functions, basic on the advantages and disadvantages of the network media compared to the traditional media.Compared with traditional media, the advantages of network media show in the following aspects: (1) In the aspect of transferring political information, network media disperses the right to speak and the right to know which is highly centralized under the conditions of the traditional media. First, because of its own characteristics, network media makes everyone can set up a political agenda and transfer political information. Second, network is the distribution center of the global information, from where people can obtain the mainstream information and non-mainstream information, and even can get the international information from web site abroad, network media realized the change from " multiple medias one voices" to "one media multiple voices". In addition, the network media can effectively solve the problem of deletion of concern which exists under the conditions of traditional media, it has changed the propagation mode from the "the propagator as center "to "the audience as the center". (2) In aspect of supervising the "three powers", through network media the public can supervise the operation of government agencies directly. First of all, the network media provides a platform for ordinary people to supervise the government, netizens can express their opinions freely. Secondly, in the network media, the privileges of gatekeeper greatly lower the threshold of the ordinary people to express and propagate personal opinions. Thirdly, the virtual characteristic of network media has greatly reduced the insecurity of the mass in the social reality to participate in the politics. (3) Network media greatly inspire the enthusiasm of citizens to participate in politics actively. First, network makes citizens have chance to obtain comprehensive political information rapidly. Second, network media offers polyphyletic channels for participation, through e-mail, forums, blog, podcasting and other ways citizens can publish their political attitude and opinions towards any political event without any restrictions. In aspect of Participating effect, network media supports many kinds of expression methods such as text, sound, pictures and video, it can be adopted by means of a colorful description of the incident, which led to the widespread concern of the community. (4) Network media provides a platform to create "sunshine politics", as it opens the issue which is hidden original, highlighting the seriousness of the problem then aroused the concern of the government and the public to promote social change in order to advance the process of political democratization. (5)Network media provides an opportunity for the right of women to speak and a position for the feminist to struggle, at the same time, network media serves as a bridge for some persons with disabilities to exchanges and provides the opportunity for them to participate in political life directly. Compared with traditional media, the disadvantages of network media mainly show as follows: Firstly, there are a large number of useless, false and harmful information, it takes up a large quantity of network resources, and this is a threat to the healthy growth of adolescents and the healthy development of internet culture. Secondly, because of the real-time characteristics, participation of non- professional persons and the weakening of the role of gatekeeper, people on the network begin to question the public credibility of network media. Thirdly, depends on their leading advantages in international political and economic, some western countries occupy a dominant position on network and, with its own advantages, they output their ideology and values while output information in an attempt to deeply penetrate western culture and thought into the place all over the world.As an information propagation tool, it is not questionable that network media has flaws as reproach above; they won't stop network media from playing their political function and promoting the development of democracy. Combining with network closely is an inexorable trend for modern politics, thus what we should do is to exploit the advantages of network media fully, and make up for the disadvantages, and make it serve for modern politics perfectly. According to the disadvantages of network media, (1)It is necessary to improve information management, and create green network, remove the information garbage timely, supervise and filter the harmful information, at the same time, popularize internet police who is responsible for monitoring public information and participating in the network to solve the problem of harmful information as soon as possible. In addition, improve the quality of Internet users and strengthen moral construction, through the building of people's minds to seek the self-discipline. (2) To strengthen the self-discipline of network media and improve the credibility. First, take the quality of information into account while ensuring timeliness maximum in order to avoid the production and propagation of inaccurate information caused by human errors. Second, network media should strengthen self-discipline, improve network media self-construction and establish a system of registration. Third, speed up the cultivation and establishment of a group of mainstream medium which has positive influence, establish a good image of the network media, increase the prestige of network media gradually and play the facilitatory function in the environment of network propagation.(3) Drop the dross, take the essence, and establish a new order of information propagation on network. First, we must improve the ability of people to deal with relations between domestic and foreign cultural correctly, and conduct more activities to help adolescents to understand their own national traditions and cultural in order to establish a sense of pride for their culture and sense of belonging. Second, cultivate more network technology talents vigorously; reduce the dependence of western countries gradually through the development of our own technology and fight for our own place on network. In addition, we should construct more Chinese information platform to shake the status of English, thus to break the imbalance of international information propagation gradually, construct communication in their own voice and gradually expand the positive effect of China on international network information propagation.In this paper, we have summarized many advantages of network media when it plays the political function basic on the comparison between network media and traditional media, but that does not mean that the media network will replace traditional media. Based on the analysis that some defects or deficiencies of network media is the right advantages of traditional media, therefore, to play the advantages of network media at the same time, we should see the role of traditional media can not to be ignored and it is irreplaceable. The 21st century is the era of network, to develop modern politics, we should play the political function of network media fully and not neglect the role of the traditional media, we should allow the two medias complement each other, and work together to make contribution to promoting the development of democracy. |
