Digital video surveillance system is very attracting because of its intuitive, convenient, rich content features, so it is become an important component of the security system. Video acquisition systerm mainly includes collection and compression video image, which is the key part in digital video surveillance system, and it direct affects the performance and quality of the whole system. In view of image quality, it demands intelligent identification and real-time transmission in the new generation of video surveillance system. Therefore, I design a video acquisition card based on DSP and PCI interface in this paper.It summarizes the theory and characteristics of MPEG-4 video compression coding in this paper. Then introduction of the system is presented from two aspects: the hardware design and the software design. The hardware including acquisition circuit video, DSP processing circuit, CPLD logic control circuits, frame memory circuit and PCI interface circuit. The software including the DSP bootloader programme, the PCI interface device driver and MPEG-4 video coding algorithm.
