With the development of China railway, the application of information technology has already become one of the most key tasks to promote railway technology development. Locomotive plays a great role in providing railway motive power, the state of which will infect the efficiency and safety of railway transportation. So it's very necessary to adapt the situation for locomotive depot to improve the locomotive operation and management level.Locomotive overhaul is one of the core operation processs of locomotive management system, whick is the key process related to railway safety, punctuality, and energy conservation. In recent years, many locomotive depots have developed a variety of management information systems on locomotive overhaul by information technology. These systems are mostly used to collect, storage and handle the basic data, but lack of management and monitoring of locomotive overhaul.Because of this, this paper analyze the shortages in management and Monitor process of locomotive minor and auxiliary overhaul, study on overhauling planning method based on Locomotive Equivalent Kilometer and Locomotive Reliability Index analysis. Then apply them to the development of locomotive overhauling system.Based on the concrete condition of Linhuan locomotive depot in Anhui Huaibei, this paper mainly study on analyzing and designing of Locomotive overhauling system. The paper makes out the optimized system operation flow and data flow according to the user requirements analysis, and emphasis on designing the total structure, function modules, network structure and database of the system. Furhermore, the paper design and realize management and monitor system of railway locomotive overhauling in details and research on the key technologies involved in system which contain defining custom graphic controls with GDI+, designing of Multi-table-join queries, designing of system data security and applications of fingerprint identification instrument. The application of the system not only improves the efficiency of locomotive overhauling but also promotes the management level.
