The software industry is a strategic industry relating to national economic and social sustainable development, which plays a key role to promote industrialization with information, to take a new road to industrialization, to achieve comprehensive, coordinated and sustainable development. In the next 10 to 20 years, it is the strategic opportunity period of our country's economic and social development, and is an important opportunity of our country's software industry development. Jiangxi Province must firmly grasp this period of strategic opportunities to rejuvenate the software industry and to strengthen the training of software talents for our province growing up in central China. In order to actually have the software talents' training effect on the modernization, it is the key to own a group of teachers with the requirements of software development. At present, in Jiangxi Province, in terms of structure and quality, the software schools' teachers can not adapt the rapid development of information technology education for training practical, compound, skilled talents.This paper studies how the building of teachers applies to the software school's reformation with the incentive and restraint theory as a single subject. According to the Human Resource Management Theory, it analyzes the building of teachers in the software school. Because of the particularity of the software school's teachers, it not only considers the commonness between the software school's teachers and the others, but also their own characteristic when utilizing the incentive and restraint theory. After the sufficient analysis, this paper provides a lot of useful and practical recommendations and countermeasures for the software education policy makers.
