The Research And Application Of IPTV In Heilongjiang

IPTV as a new technology will change the old mode of transmission of television. Because it is based on broadband television, consequently, it will provide a true sense of the TV world.In 2005, Harbin successfully launched the first issue of IPTV project, the current number of users have already exceeded 60, 000. In 2006, four cities in Heilongjiang Province (Qiqihaer, Mudanjiang, Jiamusi and Heihe) also worked for the expansion of IPTV, It took the original center of Harbin system as a platform for the province, and increased the central pitch point in each city. At that time I was in charge of the project in Heilongjiang Province, as the project manager for the overall project program of IPTV expansion in Heilongjiang Province, I was responsible for the overall project technology plan, the project progresses and the implementation coordination.In this paper, in light of the understanding of the development and process of IPTV project, I analyzed the technology of Rolling Stream in UTStarcom. Through analysis the author sorted out the relevant information for IPTV from the basic knowledge of the project opened to the practical application. Also the author gave specific instructions and recommendations in order to study and analyze IPTV principles and realize the project. IPTV business including video and audio codec technology (MPEG4 ASP, H.264,Selection and Application of AVS), the streaming media transmission, storage and broadcast technology,Carrying Network solutions and other key technologies, from basic research to specific implementation plan, we have done a lot in-depth studies.In four cities of Heilongjiang Province (Qiqihar, Mudanjiang, Jiamusi and Heihe) opened the constant knowledge of the relevant certification, by understanding the use of information we solve site-specific issues related to the project so that we can lay a solid foundation for a smooth opening.This paper is divided into six parts.
