Problems Existed In The Management Of Electron Documents In Chinese Government And Suggestions

Seen from the world range, promoting the automation, network, electrolization and information of official work of the government has become a main trend. Not only the national government, the social organizations, but also the companies, the level of information has become higher and higher. The level of information has become an important sign of judge the composite national power of a country. Realizing the sharing of information has become a same opinion of the world. Building electric government through the internet technology, promoting the administration efficiency and management level by electric, automatic methods, providing service scientifically for the public, society and the whole economy has become a more and more tensional task for the government. Although China started late in this area, but the progress is remarkable to the world.In the strongly development of electric government, the managing electric files can not be avoided. Electric files are the main tools and real records of the electric government works. It is the most important information source. File flow is the most key information flow of the electric government system. The missing and mistakes of the file management is a lack of functions of the electric government system, but in the future, it will produce some blanks in the memory of the government and society, and bring some loss in politics, economy and culture to the organizations and the country. So the management of electric files is an important part in building the electric government. The management should not only serve for the electriclization of present organizations, but also to insure the long-period real and historical explanations abilities of the important information. Recently, our government gradually attached importance to the research in the manage of electric files, made some rules and standards, put in some funds and materials, and got some progress though the hard work of the government department and file management agencies in China. But because we started later, the study of electric files is still at a junior level. The management of electric files are organized by provinces and cities, using deferent methods according to the deferent circumstances of electric government. It is lack of a centralize united plans. The opinion of management inside organizations is still backward. At the same time because of the lack of rules, standards and security measure, the transformation and utilize of electric information between government department are blocked. At the same time, it also created the loss of government information and historical memories, influnced the healthy development of governmental electric administration.This paper firstly explains some concepts including "electric government", "electric files" and " the management of electric files", secondly explains the character of governmental electric files, the importance of strengthening the management of electric files, the management present situation of the governmental electric files in China and abroad, then analysize the problems in the centralized strategy of the management of governmental electric files, the concrete manage style, the security of the manage process and the cultivate of administrate workers of electric files. Lastly provides some suggestions and advices to solve the above problems on the basis of centralize present research results Literature, inquiry, quantitative analysis and history methods are used in the paper.
