Pre-hospital first aid is a very important part of the Emergency Medical Service System (EMSS) .When a sudden unexpected event or emergency medical public health incidents happens, the availability of emergency medical services system is the key to improve the treatment quality and efficiency. It is also a major issue which the government has been thinking.The topic of this thesis is the emergency vehicles terminal of the EMSS. The purpose of the whole system is combining the GPS / GPRS positioning and communication technologies as a means for SOS's help. By this way, First-aid center can immediately receive the SOS for help. First-aid center can immediately dispatch the appropriate ambulance for this task. Equipped with a car navigation device, the ambulance can clearly know the SOS's location. With this information, the ambulance can quickly arrive to the wanted location. In the road of returning to the hospital, the ambulance can send the physiological data of the patient to the First-aid center through the car navigation device. By this physiological data, doctors can provide long-distance diagnosis.This thesis makes a specific discussion on the ways to develop hardware and software of the navigation system for emergency vehicles. Combined with advanced GPS technology and based on Samsung S3C2410 ARM9 processor, we will develop the hardware platform with wireless communication of GPRS. On the basis of this platform, we will also port Windows CE embedded operation system containing boot loader, OAL layer and device drivers. Using the Japanese electronic map format KIWI, we can realize the development of the car navigation software. In addition, it can realize mutual communication with other parts of the EMSS.With a lot of experimentations, it proves that this car navigation system can meet the requirements of EMSS. Therefore, this system will have bright future.
