With social informationization development more and more people integrated the informationization trend. Streaming media technology changed the transmission method of network multimedia data, and now it is very popular used in VoD, IPTV, Video Conferencing,network living broadcast and e-learning today. What is following was the digital media content illegal copy and the transmission has brought the huge economic loss for the digital media content owner and the publisher. So provides the effective Digital Rights Management for the digital media content in the Internet becomes exceptionally urgent.This paper discus howto use streaming media technology to develop wide band multimedia value-added service operation platform. These platforms proposed the Digital Rights Management (DRM) request, and mainly discuss the DRM basic principle and process of realization. This paper has mainly discussed the following several aspects of works:1. In the base of analysis existing multimedia operation platform, has formulated function demand analysis and the framework of the wide band multimedia value-added service operation platform. We have established the architecture of the platform. The wide band multimedia value-added service operation platform use modulation and expandable as the basic guide principle, may very easy integrate this platform unceasingly to the new emergence's multimedia value-added service, to adapt the fast development Internet information society.2. In the foundation of grasps the wide band multimedia value-added service operation platform framework and the function demand, we have realized the multimedia value-added service operation platform's foundation platform, realized the user management, the VOD selection and broadcast system, the video live broadcast system and so on.3. Inquire into the Digital Rights management's domestic and foreign present situations, grasp the work flow and the framework of the Digital Rights Management, known clear about the wide band multimedia value-added service operation platform DRM module constituent. Carried on the development using Windows Media Rights Management SDK(WMRM) to realize DRM modules.4. Finally, because the encryption technology is the most important part of DRM technology, for this reason we carried on to further study the video encryption technology. With the understanding the video encryption technology. We have developed video encryption algorithm based on the DCT coefficient and video encryption algorithm based on the Huffman code.This paper has developed a DRM system which can take good control of the access to multimedia files and can provide an effective digital rights management.This DRM system is an important components of study and application of DRM in broadband multimedia value-added service platform.
