Research Of E-government Oriented Distributed Disaster Tolerated Backup System

With the development of information technology and wide application of E-government affairs system, to prevent information data loss becomes even more important. While local data backup is not safe enough, more and more government agencies require disaster tolerated (DT) system.There are two ways to build disaster tolerated system, one is self build DT system and the other is third-party build DT system. But it is too expensive for most of the government agencies to build DT system in these two ways. Therefore, this paper raises a new DT system model according to the characteristics of E-government. Under this model, the disaster recovery center provide customable backup services through a sole backup platform, which cover all the complexities of storage device management, environment management and so on. Without the hardware and server side software investment, the customer can build a DT system with very low cost.While both the domestic and international DT system vendors can not provide a system which can be adapted to the new DT system model. Therefore, after the analysis of the major products and solutions of the industry, this paper propose a new distributed disaster tolerated system, which is based on network and meet the special needs of E-government. This system has following key characteristics: one to many(one DT center to provide services to many customers),separation of storage management and backup business management, combination of mirroring and backup to realize redundant storage, pluggable encryption and so on, which make it possible to realize the new DT system model.Finally, this paper gives an implementation example which based on the project of Shanghai Official Network (SON).The first version DT system of SON has been in operation for more than one year. It has passed the expert appraise and provided services to several government agencies.The creative significance of this paper showed as follow: (1) By introducing backup gateway, make the system more flexible. (2) Separate storage management and backup transaction management. (3) By adopting virtual storage technology, make it possible to use some cost effective storage devices. (4) By implementing pluggable encryption interface, make the system to integrate with outside encryption server smoothly.
