WCDMA radio access system is a kind of self-interference system. The procedure of radio resource management is designed to have a better control of intra-system interference. Power is the ultimate radio resource to WCDMA, so the most effective, in fact the unique way to take advantage of radio resource is to have a strict control of power.Well-proved radio resource management algorithms have been inherit in the WCDMA radio access system, which are from years of implement and improvement in the Second Generation System (i.e GSM, CDMA) in global running networks. So it is reasonable that WCDMA has a mature radio resource management function since 3GPP R99.China Academy of Telecommunication Research of MII led a big scale of WCDMA lab test from early of 2006 in domestic. Then CMCC with 8 vendors, e.g. Ericsson, Nokia, Siemens, Alcatel, Huawei, ZTE, Motorola, Nortel, came together to establish public lab test platform, which promoted the development of WCDMA in world-wide area.It has been concluded by series of technical forums that, the implementation of radio resource management various from vendor to vendor. In fact according to 3GPP or CCSA specifications, general definition and suggestion of UE domain can be found, however no test specification for UTRAN. As comparison, precise indicators and test values have been defined for BS RF. In order to have an objective evaluation upon the RRM performance of different vendors'UTRAN implementation in lab environment, it is necessary to research and construct a test method. The more we try, the more experience we have. In this thesis, a proposal is described in detail to test RRM performance of WCDMA UTRAN in lab environment. Via the rigidly defined test procedure and formatted raw data record sheet, we are able get an objective and comparable test result. Moreover, the signaling trace-log of certain checkpoints helps us to find the evidence of the validity of key RRM feature of a WCDMA UTRAN.In the final summary, Pros and Cons of this RRM lab test proposal is discussed. It has to be noticed that in this thesis the RRM function of WCDMA UTRAN is based on 3GPP Release 99 and Release 4.
