The PetroChina HSE information system enjoys the reputation of being the biggest management platform of health (H) ,safety (S) and environment (E) in the current world, providing scientific and technological methods for PetroChina to improve its management practices in health (H), safety (S), and environment (E).This paper conducts a deep analysis on PetroChina's HSE-related businesses and introduces .NET Platform, ESS systematic framework and SOA as well as the related technology. It also explores in detail the HSE management system, designs and realizes the professional health module of the HSE information system.Researches are conducted on the HSE management system. Adopting the advanced systematic designing idea, this paper designs a closed loop systematic functional structure, and further elaborates the design scheme on basic module, business module and report module. On the basis of professional health requirement analysis, design for systematic structure model is completed with the adoption of .NET Platform and ESS systematic framework development to realize the related systematic functional modules. SOA-based systematic solutions have also been proposed for the realization of professional health basic module. According to the service-oriented modeling method, this paper designs the specific service interface, constructs PetroChina's internal UDDI and finishes the fundamental construction of PetroChina's internal Service Warehouse.The establishment and implementation of the system mark the new height that PetroChina's HSE management is reaching.
