Water, electricity and gas's consumption charging of community's estate management is a time-consuming, strenuous, tedious and dull work. It is also a work of operation amount great and operation accuracy expected much, which influences society and benefits the dispute. In order to realize the wireless remote meter reading system for water, electricity and gas's consumption of every household in the estate management district and accept it automatically, this thesis designs a wireless remote meter reading system based on GSM public network. The design of this system includes two components mainly, one is the hardware and the other is the management information system..The main work and innovation of this thesis are introduced as follows:1. The thesis provides a hardware design for remote meter reading system of the common estate management district based on GSM technology. It also provides the way of how to design and use the wireless communication equipment TC35T (GSM communication module) in detail. In this hardware design, the data of all meters are conveyed to the computer through the serial communication by way of short message. And the program of the serial communication is developed in VC++6.0.2. Based on the common management mode of estate districts, the thesis provides the design process of the remote meter reading management information system, including the design of systematic function module and database. In respect of the function module design, it follows the current situation of the common estate district, and designs four pieces of main function modules including " basic file administration subsystem " , " meter reading and management subsystem " , " statistical analysis subsystem " and " system management "; In design of the database, several important stages ,namely Concept design phase , Logic design phase and Physics design phase, are followed strictly. Meanwhile the use of the view and storing process is also introduced to improve systematic function and the efficiency of developing the system. Through such a design process, the management information system has been made to be practical, common, advanced, secure and expansible.3. The meter reading management information system presented this thesis is developed with the .NET technology and ASP.NET frame and coded in C# language which were put out newly by Microsoft. And the data access technology is adopted in ADO.NET, the DBMS is adopted in SQL SERVER2000. In this way, a management information system with B/S structure is achieved. Moreover, the thesis presents the security of the management information system which is designed with ASP.NET, including the verification based on form and mandate based on roles. The logon page design is also presented. In addition, the thesis designs a general data access class, which makes the programming of data access more convenient and more swift. In a word, as a trial development with .NET developing platform, the development of this management information system can be a good reference to the development of other similar systems.Because advanced network technology and communications method are employed, the system is stable, reliable and secure. Favorable comments have been given by users and considerable economic returns have been obtained.
