With the rocketing development of digital technology, comes the digitalized era of TV industry worldwide. At present, cable TV industry in our country is at a critical developing period shifting from simulation to digital cable TV, hence the focal problem of establishing a sound government regulation system concerning the development of digital cable TV industry, which the government and corporations mostly concern.The paper briefly introduces the government regulation theory, makes a contrastive analysis of the different domestic and foreign government regulation systems of digital cable TV industry, describes the development background of this industry in our country, analyses the present situation and existing problems within the industry, and summarizes the factors influencing the development of this industry. Then, the paper exposes the necessity of establishing a government regulation system of such industry in our country, discusses the problems existing within the current regulation system, and points out that establishing a democratic and lawful modern government regulation system conforming to the market economic principles is a necessary choice which will promote the comprehensive, healthy, harmonious, and orderly development and efficient operation of digital cable TV industry in our country. In conclusion, the paper presents that constructing such a new government regulation system is of vital and realistic significance to the development of our country's digital cable TV industry.
