The research of this article is based on the horizontal issue "Network Video Monitoring System" . The Video Communication System has been developed into the third generation, which is characterized by digital network. While having more and more application in different fields, the Video Communication System is also facing new challenges and opportunity. With the further development of network, it comes to be a trend that all different multimedia systems combine or integrate together. That requests higher compatibility of the Video Communication System.The research tasks and goals of this thesis are submitted on the base of analyzing the deficiencies of the existing network video monitoring system, which had no interoperability with other NGN protocol terminals. In the thesis, problem of real-time performance and QoS (Quality of Service ) of video transmission are addressed comprehensively. Video compression, video transmission, multithreading and RPC technology included in the video communication system are analyzed in detail. Combined with the characteristics of H.248 protocol call, the controlling protocol system of video communication system is designed on the basis of analyzing H. 248 protocol. This scheme is implemented by employing visual programming technology and solves the problem of system' s transplanting to H. 248. The SIP, H. 248 and MGCP protocol fusion of the system is studied preliminarily. On the basis of analyzing fuzzy decision theory, the basic scheme of protocol fusion which using the membership function is put forward. A set of video communication system based on H. 248 protocol is designed in this paper which is a digital and intelligent system based on IP network. This system has uniform call flow, exoteric system interface and uniform protocol standard. The network video communication system is divided into client and server. According to their different roles, different functions of the client and server are designed and implemented separately. The multi-server network structure is also designed. The heartbeat and disaster recovery mechanism are studied and designed.The article presents a basic solution of the embedded video communication system with H. 248, and brings the communication system some new features. The experiences and solution summarized in this paper would be of great referenced values for both the communication system and the applications based on H.248.
