The sharp increase in city motor vehicles has brought huge pressure to the the traffic management. How to realize the effective direction, coordination, magagement of each kind of vehicles and gurantee its security have already became an important question which the traffic and security departments faced. With the vehicle dynamic positioning functions of globalization, timeliness, all-day, continuity, high speed and accuracy, GPS brings about the possibility of the realization of traffic safety management. Based on GPS, the vehicle monitoring and dispatching management system can arrange vehicle dispatching reasonably and improve city traffic management level according to the real-time information of city vehicles and road state with the great function support of GPS and SQL Server database.This paper, based on the existing vehicle GPS monitoring and dispatching management system single computer version, first carried on the network inquiry design and the realization of customer/server mode, and then using the technology of JAVA lagnuage network database, input the inquiry algorithm into the browser in order to realize the network temination inquiry. This can orvercome the barrier of WINDOWS XP system not supporting the server tools of SQL Server 2000, and realize the database sharing task of customer/server mode as well as the log-in mode design of database sharing.Second, this paper has realized the inquiry of geography information and vehicles information. In this period, the integration question of Visual C++ and the MapInfo has been solved. According to the system integrated MapInfo electronic map and the input inquiry conditions, the inquiry function may realize the vehicle geography information retrieval and the dynamic display retrieval result as well as the MapInfo electronic map labelling and so on.What's more, this paper has carried out the downloading design of map bitmap information at subscriber's terminal and designs in other aspects. The user may download the map bitmap information which he or she has retrieved to the subsciber teminal, and save it in the form of bitmap for off-line use.The last part of this paper has made demonstration to each functional module of the vehicle monitoring and dispatching system. After multicomputer and network simulation test, the vehicle monitoring and dispatching system operated stable and normal, reached the design requirements, satisfied the market demand, and has great promotion and application significance to public traffic system. This paper has also made analysis and induction to the system overall construction, and proposed the following work which need to be further perfected and revised.
