A report of Chinese highway trade analysis and investment consultation from 2005 to 2006 says that the distance of Chinese highway has been preponderated over 3400 kilometers, and that is the second in the World. The development of Zhejiang highway is very quick, the highway distance has been 1442 kilometers, and it is the head in china. For supervising the automobiles which running on the highway better, there has set up gate monitor system of Zhejiang highway in 2005. Furthermore, based on the CDMA network, there has set up gate management database system of Zhejiang highway. This system can manage all the highway gates. The paper provides an overall design of center software in gate management database system of Zhejiang highway. It gives a design method about some programs, such as center monitor and management program, database synchronization update program towards Secure Gap connecting network, automobile overspeed data import program.Center monitor and management program carry out some functions, include staking out of alarmed automobiles which passing by the gates of Zhejiang highway, managing the blacklist automobile which is a stolen car or it is peccant; querying a series of information and managing the user information of this system.In the program of database synchronization update towards SGAP connecting network, the data of automobile which passing highway gate is saved in a file in SQL language, and the file will be transmitted to server of police inner network through Secure Gap on time. In the same way, the blacklist automobile information which is updated by police inner network will be transmitted to our server through Secure Gap. If there has a request file abut automobiles picture sending out from the user of police inner network, the program must deal with it.The function of automobile overspeed data import program is importing the automobile overspeed data from overspeed taking database to our gate management database and deleting the overtime data of this from our database.Finally, the query optimized about large data in Oracle database is considered. The paper provides some methods about optimization, and there are some tests to validate their feasibility.
