The personnel file refers to the materials that saved in forms as words, voices, videos, photos etc. That could record and reflect the original performances of personal experience and virtual ability and could be preserved as individual unit, which was formed in the process of organization personnel management and was examined or approved by the organization. The university personnel files are the special volumes that take the names of the teaching and administrative staff as the characteristics, which are the university's important basis to"to know one's subordinates well enough to assign them jobs". The university personnel file management is the important constituent of the university's human resources management. The university personnel file work is the important content of the organization and personnel work, as well as the important fundamental work in the construction of the university talented person troop.With the development of our economy, political system and the personnel system reform, application of the system of Appointment will become the future reforming direction of university personnel system. Along with the changes in social environment, great impacts on the personnel file's internal management work have been formed. Although work on the personnel file falls into the passive situations that reform should be taken, numerous diligent and wise workers have been motivated in exploring of the direction and concrete approach of our country's personnel file.In addition to the analysis and research on the personnel management system, the principal problems as well as the causes in personnel file management of university under the system of appointment were analyzed and solutions about how to strengthen it were also proposed.This paper was divided into four parts. The main contents were as follows: The first part introduced background of this article selected, the selected topic goal and the significance, the literature summarizes, research mentality and method, research content and innovation place.The second section was about the challenges in the university personnel file management under the system of appointment. Which was further divided into two sections, in the first section, the differences between the system of Appointment and the traditional choosing system, and the inevitability and the feasibility why the system of Appointment should be carried out in university were briefly introduced. In the second section, influence of the system of Appointment on the university personnel file management was illustrated.The third part concerned mainly about the principal problem and the corresponding causes existing in the university personnel file management under the system of Appointment. It was pointed out that, based on the background that university personnel file management was considered as the requirements that the human affairs reform should be put on the personnel file, further reform should be adopted if achievements on university personnel file in the new round of university human affairs system reform must be made. Emphasis has put on the analysis of the prominent question of the university personnel file management existence, subsequently has carried on the analysis the origin to the question .The fourth part was about the Countermeasures of the university personnel file management under the system of Appointment . In this part, the author tried to provide clues on how the university personnel file management adjusted to the system of Appointment, which was an bold attempt to carry out the theoretical design on the concrete methods and the measures of the reforms, and this part was subsequently divided into three sections. The first one was about the basic principle of the university personnel file management under the system of Appointment, which was the prerequisite for the university personnel file management reform. The second one was about the main strategies of the university personnel file management under the system of Appointment .The third one was the discussion about the way how the university personnel file management goes under the system of Appointment, which was a powerful safeguard on the development of the university personnel file management under the system of Appointment.
