Guizhou Province Qiannan Flow Personnel File Management Problems And Countermeasures Research

Personal file management of mobile population is a contemporary topic derivates from the development of socialist market economy. Base on the research and study of personal file management in Qiannan human centre, we find the problems of current personal file management of mobile population, such as undefined management organization, less advanced management skill, and unfair charge. As the same time, we find the causes of these problems are weak file management system, lack of public service function, over financial burden on management department, unopened management model, and shortage of file management sense in society. According to the analysis and considering the demand of the modern HR market development, we conclude the solution including perfect file management system, expand the management function, improve the professional management skill, realize the free charge service gradually, improve the social sense, create file management for rural workers and so on. We hope the study can be helpful to set up the scientific, regular and opened personal file management system for mobile population, supply good service, make full use of file information, speed up human resource turnover and allocation efficiently.
