Technique innovation is a pivotal factor in improving enterprise's economic benefit, it is also important for enterprise to get its existence and development. Technique innovation management plays an important role in enterprise management. Accompanying with the development of computer technology, information technology is widely used. This can support the transission and share of the enterprises' information. MIS is an advanced tool for the enterprise and improves the effective running of the enterprise. The research of this paper is based on the development of Management Information System of Technique Innovation Office in Xi'an Aero-Engine (Group) Ltd. (430).By using the structural system analysis method, the scheme of 430-PMIS is established and the information flow of the whole system is confirmed on the basis of analyzing the practical requirements of technique innovation management in 430. By using the structural system design method, subsystems are divided and their functions are designed. The database, code, and I/O are also designed. Then, the computing paradigm of 430-PMIS is chosen, the developing and running environment of this software is described, and the realizing procedure of some important functions of 430-PMIS is discussed.At the end of this paper, according to the development of 430-PMIS, some important problems, such as the realization of ftp transfer in PB, data transformation of heterogeneous databases in PB, and system authority distribution, are also discussed. The solved methods in this system can be applied in the development of other information system.
