Dramatic development of industry and mass utilization of Chemicals in fields of industry, not only the industry level is boosted, but also the huge risks of outbreak of pollution accidents are generated every now and again. The chemical pollution accident not only threats human lives and safty of property, but also imposes damages on water, atmosphere and all environment circles. The diffusion and transmission principle of pollutants is studied, proper model for description is adopted, on-time predicton and analysis of consequences of the accident is conducted and appropniate preventive mechanism is proposed on the basis of previous analysis in the article.The GIS technology is explored for R&D. The WebGIS is used to analyse pollution accident creatively. The influence range of pollution accident is predicted from user terminal. The visualization and multi-user browsing of the diffusion model can be achieved. In combination with information retrieval of ambient sensitive points, the slope for evacuation of people can be allocated scientifically. The guidance of making-decision support service can be provided for emergency treatment. The GIS map, data and application is established by the use of ArcIMS software. The execution module for model is developed by MapObjects, its communication is depend upon MapObjects IMS and WebServer, Visual Basic 6.0 is used to fast visualization tool for management of MapObjects. After the accident parameter required is inputted in system, the different hazardous area of the poison and sensitive point affected after the diffusion of chemicals can be simulated by the system. The powerful urgent search function (including query for risk source, hazardous items, sensitive point, emergency first-aid resource and so on) can be supplied.In time, effective and proper handling of chemical environment pollution accident taking place in our city can be achieved by R&D of the system, so that the safety of the lives and property of the people, the organization as well as the nation can be ensured.
