| With the improvement of automobile manufacturing capacity of China, car ownershipcontinues to grow. Meanwhile, the relying on transport logistics makes the number of accidentsbe increasing. It not only severely affects the lives of people, but also brings working pressureto police. However, existing traffic accidents processing and confirmation of responsibilitymainly depend on manual operation and analysis, which has many uncertain and unscientificfactors. Although it has many research works and software on vehicle accident reconstruction, ithas a lot of problems, such as operation professional, technical complexity, and accident typedoes not match. Thus, how to justly, quickly and scientifically process vehicle accidents, anddesign vehicle accident reconstruction software based on actual situation, is one importantproblem for road management staffs and law enforcement officers.The paper focuses on vehicle accident reconstruction of traffic police corps of publicsecurity bureau in Shanxi province. To solve the problems of manual data collection, manuallycollision distance calculation, human factors, unjust law enforcement results, we launch thedesign and implementation of vehicle accident reconstruction system. Through designing thevehicle accident reconstruction system, which has a simple interface, is easy to operate andvarious functions, and associated with each department in the procedure of accidentreconstruction, it makes the information technology efficiently service for accident processing,and improves the efficiency of each member in traffic police corps.To solve the problem above, this paper deeply analyze the features of accidentreconstruction, is devoted the High-speed road accident, and study and develop the keytechnology of accident reconstruction and management. The main contributions of the paper areas follows.At first, it talks about the current situation of vehicle accident reconstruction both indomestic and aboard. Secondly, starting from the investigation requirements, orienting to theoperation of vehicle accident reconstruction, functional needs and business processes ofadministration’s vehicle accident reconstruction, such as panoramic scene reconstruction,3daccident reconstruction, accident procedure simulation, and case file release is produced.Thirdly, focusing on the requirement analysis, a general conceptual design is researched and completed, which includes the system infrastructure, the functional, the performance anddatabase design. Fourthly, by using C/S software architecture, Windows MFC, OpenGL and3DMAX technique, a vehicle accident reconstruction system is developed. This system iscomposed of five sub-systems, and they are panoramic scene reconstruction sub-system,3Daccident reconstruction sub-system, accident procedure simulation sub-system, case file release,system management sub-system. Finally, through thorough and full-scale system test, thissystem is deployed and put on-line, indicated that the construction of the vehicle accidentreconstruction system is finished. Moreover, results of its application are summarized as well. |
