Along with water resources management and water environmental protection question day by day prominent,we needs more and more many water conservancy information resource, the information accuracy and timely request are also more and more high,but the information standardization work lags relatively, and the funds channel of system maintenance management do not obtain throughout solves,which cause at present our country in water conservancy information resource development use and informationservice aspect gradual to enlarge tendency with the international disparity.At present nine main reservoir of Liaoning Province automation construction present situation and the characteristic analyzation, the article proposes the pointed designand develops nine big reservoir of Liaoning Province real-time information issue system. the system construction will be important constituent of the water conservancy informatization,the completion of real-time information issue system symbolizes the Liaoning Province basin flood prevention dispatches, the water resources dispatch, the engineering construction and the management to step the digitized and informationization new stair, which provides safeguards importantly for the basin government correct decision-making and the science dispatch and direction.The core duties of system depend on the real-time technical methods monitor, correspondence, computer network, systems engineering, software engineering to grasp comprehensively nine main reservoirs real-time state of the water information, the systemcan accurately counts and issues the real-time state of the water information. It canhelp administrative personnel formulates the corresponding dispatch plan and scientificpolicy. Along with forecast model of the neural network in hydrologic forecast application widespread, the article, in the foundation which works based on the predecessor uses the BP neural network into the dry season and flood season mean monthly discharge forecast, through the data computation analysis, we may obtain the BP neural network in mean monthly discharge forecast relatively high precision, therefore it has certain application value.This article introduces the weighted mean method to carry on theisohyet line. This system is based on B/S and C/S three software architecture.In informationization today, the water conservancy informationization is inevitabletendency.Through the water conservancy informationization may help us gain the waterreal-time information.
