Comparison & Analysis Of International S&T Strategic Intelligence Research

S&T compels the international development and drives the economic transformation greatly. The development of S&T and the change of social and economic environment make the S&T and social innovation more difficult, which calls for S&T strategic intelligence research to grasp the frontier, influence and the trend of S&T development. This paper analyzes and compares the evolvement and the characters of some countries in Strategic Intelligence research and work, and lists the source, concept, the basic steps and application of some methods: literature search, expert interview, net investigation, case analysis and comparison. The paper is illustrated from 3 aspects mainly.First, the paper analyzes the tendency of S&T development, the new change of intelligence demand and the core of Strategic Intelligence (Technology Forecast, Technology Assessment and Technology Foresight), points the difference among the three cores, and the focus of Strategic Intelligence Research, which includes three aspects (Strategic S&T problem and Social Technology, Talent and Property right, S&T innovation policy).Second, it analyzes and compares the evolvement and the character of some countries in Strategic Intelligence research and work. Besides these, this paper also introduces the source, concept, the basic steps and application of some main methods.Last, it depicts the evolvement and character of Strategic Intelligence in China, analyzes the limitation, and points that we should strengthen the research and work on four aspects, which are the macro-organization, governmental policy support, intelligence analysis and basic research and professional education.
