| This paper reveals that Universities Journal Organizations in Chinaurgently needs to be reformed, because the management system is notflexible, competitive system is deficient, and the whole work systemseems to be weak, small and almost not so functional. This result comesfrom investigations of 18 kinds of Universities Journal in different schoolwith usage of the reports of Chinese Science Journal from the year of2002 to the year of 2005.In America, England, Germany, Holland, Japan, country and so onwhere publication industry developed fully, the academic periodicalseffectively disseminated the academic achievement with their special wayof Publication. With the experience of publication and enlightenment ofmanagement system of foreign academic journal organization, we canreform and develop our own journal organization.First the management system of the universities journal organiza-tions should be reformed: changes the comprehensive journal intospecialized one; organize the publication union; use the periodicalregister system cultivate a academic periodical market; construct thescientific assessment of academic periodicals' quality, and confirm thedifferent evaluation criteria for different journals; change the workenvironment of universities journal organizations.Next, the universities journal organizations' microscopic operationsystem should also be improved: enhance the quality of academic content, compiling, printing, and service; put the paper on the internet; speed upthe publication of good thesis. In order to realize what we mentionedabove, we should adopt the commercialization management, choose andemploy the excellent chief editor and other editors, strict the discipline ofassessment and management.In a word, universities journal organization is so weak under thepreservation of Plan-Economic system in 21 century. Therefore, fullyreform of universities journal organizations should be taken to help themparticipate in the market and realize their own value. |
