GSM system has been commercialized in China since 1993.Great changes have taken place not only in the number of subscribers, but also in the network scales and the network capacity during the last 10 years. With the fast development of the mobile communication technologies, the communication network is facing severe challenges. Although the GSM network is growing step by step, the networks quality are improved little by little, the frequency resource is becoming more and more inadequate, and the coefficient of the wireless network multi-reuse frequencies is becoming more and more smaller. All kinds of problems caused by the spreading of networks are versatile and complicated. Meanwhile, with the heated competition and improved subscribers' demands, how to keep the networks the best running statue and how to improve the networks' quality become the main aims of the network operating management. So, the network optimization management becomes one of the important problems the network managers are studying.3G technology is a hot issue in telecom areas in recent yeas. As a new telecom technology, a variety of network problems related to the customers' feeling will appear in its application. How to quickly improve the quality of the networks while the network management is in a fairy low level needs to be actively studied before 3G networks have been built commercially. As one of the most important standards of the 3G technology, WCDMA has been developed very well in technique structure and market scale. Compared with the 2G technology, UTRAN, an important part of WCDMA is made up by totally new protocols. From the view of the operators, the quality of the wireless access network is directly related to the customers' satisfaction.At the beginning of the dissertation, we firstly introduced development of the mobile telecom in simple words, and discussed the network structure and the questions of the 1G and 2G technologies in detail. In the way of studying the technique standards,main techniques and network structures, the advantage of WCDMA in 3G was figured out. According to the writer's experience in building the model of the network management in 2G and 2.5G, the evaluation model of the wireless network performance in WCDMA was originally created. By using the cases of the optimization of the experimental network, studying the thoughts and methods of the wireless network optimization, a conclusion was given and the network management model was built.
