Currently, e-government is leading the trend of reforms in government administration in most of the countries throughout the world. For the next period of time, the construction of our country's e-government will be a basic guideline as well as a key emphasis for accelerating industrialization through the implimentation of informationization.The e-government can be developed in two models. It could be used within the government to fulfill Office Automation, operation informationalization and scientific decision-making, also, it could be used as an information platform, which will promote information exchanges between government and other social sectors, provide a channel for public supervision, improve administration efficiency, and make the government affairs more transparent to the public. This article expatiates on the technical measures of establishing a comprehensive information service platform and accomplishing the OA system in government. Based on the features of distributed system architecture of software, by comparing with the two-tier Client/Server, this article introduces the technical advantages of the three-tier Brower/Server, which is proved to be more adaptable for the designing of OA system in government's local area network (LAN).The main features and functions of this article are as follows:1. To design a comprehensive information service system by adopting the distributed system architecture. 2. To accomplish automatic working process based on the network technology and coordination technology. To realize processing different types of data, such as structural data, semi-structural data and non-structural data, on the basis of the same platform, and integrate these data with the traditional ones processed in the government.
