IP Multimedia Subsystem (IMS) is one of the core parts in the 3rd Generation (3G) Mobile Telecomunication System. When accessed to IMS with cellular mobile system, subscribers could enjoy all the services which is provided on Internet. Wherever users locate, with a 3G terminal, they could visit webs, read e-mails, watch movies or take part in a television meeting. That is the aim of IMS.For the demands of various multimedia services, there is Multimedia Resource Function (MRF) in IMS architecture. MRF is divided to two function entities: Multimedia Resource Function Controller (MRFC) and Multimedia Resource Function Processor (MRFP). MRFC is located in signalling control plane, and MRFP is located in user media plane.In order to study the specifications and thoughts of IMS, and the development process of telecom equipments, the article is going to discuss the design and implementation of MRFC in IMS. The main contents and contributions of the article are as follows:1. The article researches IMS. First, analyze the relationship between IMS and the innovation of mobile telecommunication network; Second, compare IMS with traditional telecommunication system and internet, and discuss the aim of IMS; Third, describe the architecture of IMS, and the funcitions of main quipments. Those describe the background of the whole project.2. According to the specifications wrote by the 3rd Generation Partner Project (3GPP) in Release 6, the article analyzes the location and functions of MRFC in IMS. That makes up a requirement framework for the design and implementation. To introduce the protocols used in the design and implementation, the article analyzes the Session Initial Protocol (SIP), Media Sessions Markup Language (MSML).3. Based on the study of function requirement, the article desinged MRFC architecture, there are some designs for service judge and service management, and some others for Notify management and Config management. And the article described the interactions among these modules.4. The article designs the software architecture and object oriented design. At last, signaling control function is implemented and the testing results confirm the function.
