The core of Next Generation Internet is not network infrastructure.It is a multi-application platform to support multiple applications. The target of CNGI QoS project is to do research on the inadequate of QoS mechanisms existed, to propose new mechanisms ,in order to implement a QoS management system to support multi-service network based on IPv4/IPv6, and to do resource reservation,QoS concrol ,QoS management and accounting. Realizing the function which implements quanlity of service for multicast service is an important part during the process of building the whole system. It is helpful to the system to adapt to the current development trend which is to provide support for more and more multi-multi communications.In this paper ,first of all ,it is necessary to introduce related background knowledge for the whole CNGI QoS project .The content being researched and key technologys are also given in this part. Multciast QoS related technologys include the theory of multicast controlled multicast and some important technologys .This part lays a good foundation for the later work .In the paper ,it describes the architecture of the whole CNGI QoS management system and points out the keys duding the process of implementing the multicast service qos. Then it introduce the design scheme of each subsystem in order to support multicast services qos. One of the key points is to do access control and resource reservation ,so the implementation detail of resource control module and access control module are describedlater. At last ,testing work finished the last step-validation,andsummarize some inadequate and somewhere which needs to ameliorate.
