With the continuous development of the Internet of Things, the diversification of M2M devices and the individuation of M2M applications have greatly challenged the devices management in the M2M platform. The applications in the existing M2M service platforms mostly use the device abilities directly based on the identifier of the device. This management mechanism is lack of organization and encapsulation for the device abilities, and cannot satisfy the requirement of service ability openness which is beneficial to providing friendly and smart service.In this paper, in order to solve the problem mentioned above, and to enable the applications to sense and control various M2M terminals in both macroscopic and microscopic perspectives, we propose an approach of abstracting a device and its ability (or abilities) respectively into device-resource and ability-resource, and further integrating the semantic ability-resources into ability-set which is customized for each application field, and form a multi-level resource framework invovling device-resource, ability-resource and ability-set. Addtionally, a tree structure is used to describe the device-resource and ability-resource to support the scalability of system due to the complexity and diversity of M2M terminal devices.This paper first describes the background knowledge and related technologies. Then based on some scenarios, the system requirment of M2M service platform is analyzed. After that, the system requirment of the rescource management function is illustrated from several aspects, followed by the decomposition and refinement of requirement. Addtionally, the outline design and detail design of the resource management function, which is devided into a device management module and a resource management module, is completed on the basis of the system requirement. The function of each module is then respectively refined, and the interfaces and interaction processes between modules is defined in detail. Then, this paper elaborates on the implementation of a protype system. After the completion of all design and implementation work, this paper describes the test environment, test cases, test results, etc., to complete the verification of the functional prototypes. In the end, it summaries existing work and puts forward the future work.
