It also present the problems and the future of IP QoS. The theory of DiffServ is interpreted in the paper, in which end-to-end QoS using DiffServ combining with IntServ and the equality of allocation of bandwidth are emphasized. Static resource management and dynamic resource management are the two ways to implement IntServ based on DiffServ network, however they both have faults. And the feedback mechanism is the best way to resolve the equality of bandwidth allocation.In this paper, the dynamic resource management with policies based on DiffServ is introduced to balance the efficiency of resource utilization and the complexity of implementation. The arithmetic will use the results of QoS routing to configure the parameters of the links dynamically with the feedback of the load of network, implementing on each DiffServ router. It will reduce the cost of the routing arithmetic and allocate the resource dynamically as well. The resource management will improve it with different policies according to the various load of networking. The dynamic resource management with policies is simulated with Opnet. The conclusion can be draw that dynamic resource management could raise the utilization of network resource within various load conditions, especially within the congestion load.
